EVALUATION OF DISTANCE HIGHER EDUCATION PRACTICES IN TURKEY: THE DEVELOPMENT OF ASSOCIATE DEGREE AND UNDERGRADUATE PROGRAMS

Since the beginning of the year 2000, the number of higher education institutions offering open and distance education in Turkey has been increasing, and many universities have been offering associate degree and undergraduate education by open and distance education method. Recent legislative arrangements divided distance education into two modes. While many higher education institutions that meet the required criteria are categorized as "distance education", three universities among them offer “open education” with more emphasis on mass teaching. This study assesses the development of distance learning on the basis of programs offered in the last ten years by focusing on the place of distance education programs among all the other university programs, the applications of higher education institutions to associate degree and undergraduate degree programs, the quota restrictions on the programs and on the number of enrollments, and the program diversity and progress. For this purpose, all distance education programs implemented by the universities since 1996 are explored and analysed as they are presented in the guidebooks Council of Higher Education published on web sites, and in the web pages of the related universities. The results show that higher education institutions involved in distance education cannot continue their programs because of quota restrictions and the number of students enrolled. It is important to review the issues related to organizational, managerial, financial and other legislation, as well as the quota and enrolment problems for the development of distance education programs

Uzaktan Yüksek Eğitimde Kurumsal İletişim: Anadolu Üniversitesi Uzaktan Öğretim Sistemi Kurumsal İletişim Etkinliklerinin Değerlendirilmesi

Anadolu Üniversitesi uzaktan eğitim yöntemiyle eğitime 1982-1983 eğitim öğretim yılında başlamıştır. Günümüzde ulaştığı boyut ve uzaktan eğitim süreçleriyle Anadolu Üniversitesi, Dünyada mega üniversiteler arasında sayılarak tüm Dünyada uygulamalarından söz edilen bir uzaktan eğitim kurumu olmuş, Türk yükseköğretiminde kayıtlı öğrencilerin yaklaşık % 43'üne sahip hale gelmiştir. Dünyada en hızlı gelişen sektörler arasında sayılan uzaktan eğitimin Anadolu Üniversitesi çatısı altında ulaştığı boyut bu çalışmada iletişim etkinlikleri yönünden değerlendirilmektedir. Üniversiteye kayıtlı öğrenci sayısı, öğrencilerin çok farklı kaynaklardan (Öğrenci Seçme ve Yerleştirme Sistemi, kurumlarla yapılan anlaşmalar, dikey geçiş gibi) kabul edilmesi, sayısı sürekli artan ve çeşitlenen programlar, geleneksel fakültelerdekinden farklı ve çok sayıda sahip olunan birimler ve bürolar dikkate alındığında Üniversitenin iletişim etkinlikleri, hem bir yönetim süreci olarak, hem de toplum gözünde sistemin değerlendirilmesi açılarından önem kazanmaktadır. Bu açıdan bu çalışmada, öncelikle uzaktan eğitim ve Anadolu Üniversitesi uzaktan eğitim sistemi üzerinde kısaca durulmuş, kurumsal iletişim faaliyetlerinin uzaktan eğitimde nasıl planlanabileceği tartışılmış ve Anadolu Üniversitesi uzaktan eğitim sisteminin mevcut iletişim etkinlikleri değerlendirilerek mevcut yapıdaki sorun ve eksikliklere göre oluşturulabilecek kurumsal iletişim yapısı için bir çerçeve çizilmeye çalışılmıştır

It is a great pleasure to celebrate the 40th anniversary of Anadolu University Open Education System. On this special occasion, we are honoured to write a foreword to this book prepared with great pride and excitement. Founded 40 years ago, Anadolu University Open Education System took a revolutionary step in the field of higher education in our country. This system has increased accessibility to educational opportunities and ensured that everyone has the opportunity to learn equally and fairly. This unique and innovative approach has enabled thousands of students to turn their dreams into reality, and today it has turned into a great success story with millions of graduates. This book invites its readers on a journey that reflects the 40-year experience of Anadolu University Open Education System. It shares the work of the units, managers, academicians and employees who have achieved countless successes in the process from the establishment of the system until today. At the same time, it touches upon the difficulties encountered in this process, the labour and effort behind the successes, and the innovations and developments in the system. In this sense, the 40-year journey of the open education system is covered in this book through scientific research studies, the narration of the historical witnesses of the development and the evaluation of the practices, and the presentation of suggestions for the development of the system. Accordingly, the book consists of two parts. In the first part, the description of the important components of the system such as applications, learning environments, activities of the units, quality, learner evaluation, student services, etc. carried out in Anadolu University Open Education System are presented within the historical development and the points they have reached today. In the second part, researches on the evaluation and development of the open education system are presented. While preparing this book, we have seen how Anadolu University Open Education System has grown with its creativity, belief in learning and search for continuous development. At the same time, we have closely witnessed the opportunities it offers to its students and the transformation in their lives. This book will be an important resource for shaping our vision for the future as well as evaluating our past. Uygulanan Programlar Çerçevesinde Türkiye Yükseköğretim Politikalarında Açıköğretim ve Uzaktan Öğretim

Açık ve uzaktan öğretim alanı kendisine has dinamiklere, süreçlere ve hatta sorunlara sahip bir alan olup, bunlar geleneksel öğretimden önemli ölçüde farklılaşır. Alan yazında geniş ölçüde yer bulan bu farklılık ve sorunların yanında Türkiyeye özgü konular olarak öne çıkan, açıköğretim ve uzaktan öğretim sunum yöntemleri ayrımı, programlara yönelik kontenjan sınırlamaları, program açma kriterleri ve üniversitelerin program seçimleri ise uygulamaları büyük oranda etkilemektedir. Bu nedenle çalışmada, uzaktan öğretim uygulamalarında hem genel hem de Türkiyeye özgü yaşanan sorunlar geniş bir alan yazın taraması ile sunulmuş ve 1996dan 2018e kadar Türkiyede yükseköğretim kurumlarında açılan tüm açıköğretim ve uzaktan öğretim programları, lisans ve önlisans programları ayrımında, kontenjan sayıları, kayıt sayıları, programların ve sunucu üniversitelerin yıllar içerisindeki sayısal gelişimi, program çeşitliliği açılarından incelenerek gelişimleri ortaya konmuştur. Böylece açıköğretim ve uzaktan öğretime yönelik uygulanan yükseköğretim politikaları değerlendirilmeye ve geliştirilmesine yönelik öneriler sunulmaya çalışılmıştır. Veriler doküman incelemesi yöntemi ile elde edilmiş ve mevcut durum boylamsal olarak ortaya konmuştur. Bulgular kontenjan kısıtlamalarının artarak sürdüğünü, bunun kayıt sayılarını düşürdüğünü, program çeşitliliğinin sağlanamadığını ve açılan birçok programın kısa sürelerde kapandığını göstermektedir. Buna göre kontenjan uygulamasının uygulayıcılara yönelik farklı ölçütler geliştirilerek teşvik edici bir anlayışla kullanılması%253B tanınan kontenjanların tamamını dolduracak bir yerleştirme ve kayıt sisteminin oluşturulması%253B yükseköğretim kurumlarının birbirlerini takip etmek yerine farklı programlar sunarak program çeşitliliğini yaratmaları ve öğrenciye daha fazla seçenek sunmaları%253B program açma kriterlerinin açık ve uzaktan öğretimin temel bileşenlerini kapsayacak şekilde düzenlenmesi, açıköğretim ve uzaktan öğretimin gelişimi için yükseköğretim politika önerileri olarak değerlendirilebilir. Çalışmanın, Türkiyede açıköğretim ve uzaktan öğretime yönelik ortaya koymaya çalıştığı sorun ve önerilere değinen yapılmış başka bir çalışma bulunmaması yönü ile alandaki uygulamalara yeni bir bakış açısı getireceği ve yükseköğretimdeki karar alıcılar, uygulayıcılar ve alan uzmanları için faydalı olacağı düşünülmektedir

Reel döviz kuru ile dış ticaret haddi ve bileşenleri arasındaki uzun dönem ilişki

Bu makalede, döviz kuru değişiklikleri ile ticaret hadleri ve bileşenleri arasında uzun dönem ilişki olup olmadığı araştırılmıştır. Yapılan ekonometrik analiz sonucu (değişkenler aynı mertebeden bütünleşmediği için), değişkenler arasında uzun dönemli bir ilişki kurulamamıştır. Bunun anlamı, döviz kurunun dış ticaret haddini değiştirmede etkin bir politika olmadığıdır.
